컴퓨터 및 네트워킹 분야에서 스케줄링은 오래된, 그러나 아직도 중요한 이슈이다. 본 세미나에서는 스케줄링에서의 공정성 (Fairness) 문제를 고려해 본다. 기존의 Fair Queueing 기반 GPS, PGPS 등의 스케줄링 기법들은 공정성을 충족시키는 조건 하에서 성능을 높이는 방법을 제시하여 왔으나, Weight에 기반한 Capacity의 분배를 통하여 순간적인 공정성을 제공하고 있다는 특징이 있다. 장기적 관점에서의 공정성은 Capacity 뿐만 아니라 Delay도 고려해야 한다는 것이 본 세미나에서 제기하는 문제의식이며, 그 해결을 위해 과거의 사용량 정보와 서비스 지연시간이 상호 의존관계를 가지는 지연시간-대역폭 정규화 개념을 설명하고 이에 기반한 스케줄링 모델을 제시한다. 또한 UNIX의 Decay Usage 스케줄링이 가지는 특성을 돌아봄으로써 지연시간-대역폭 정규화 개념을 통한 장기적 공정성 문제를 생각해본다.
